Building Articulation and Design Standards in General Commercial (GC) Districts
Buildings in Reno's GC district must incorporate at least five design elements on street-facing facades and three on all other facades to avoid blank walls. Ground floors require 20% transparency via windows or doors at least 3 feet tall. Additionally, buildings must provide a 1:1 horizontal stepback for every foot of height above 35 feet, or above 24 feet when adjacent to residential zones.
In Renoβs General Commercial (GC) district, building designs must support the transition from low-intensity auto-oriented uses to higher-density, service-oriented urban corridors. This transition is managed through specific wall articulation, ground-level interest, and height-related stepback requirements intended to eliminate blank walls and ensure compatibility with the surrounding neighborhood.
General Wall Articulation Requirements
The Reno development code prohibits the construction of blank walls that lack architectural detail. All exterior building facades must be articulated using a variety of design elements to provide visual interest and break up the building mass [Β§ 18.04.903(c)(3)].
Required Number of Design Elements
The number of required architectural features depends on the visibility of the facade [Β§ 18.04.903(c)(3)(d)]:
- Street-Facing Facades: A minimum of five unique design elements must be incorporated.
- Other Facades (Side and Rear): A minimum of three unique design elements must be incorporated.
Approved Articulation Elements
To meet these requirements, developers must select from the following list of design elements [Β§ 18.04.903(c)(3)(a)]:
- Variations in roof form or parapet height.
- Variations in building height.
- Projected or recessed building mass.
- Wall plane off-sets.
- Window openings.
- Balconies.
- Distinct changes in texture and color of wall surfaces.
- Recessed entries.
- A unique alternative design element as approved by the Administrator.
Ground-Level Interest
To enhance the pedestrian experience along street frontages, the ground floors of all street-facing facades must incorporate "Ground-Level Interest." This is achieved through transparency requirements [Β§ 18.04.903(c)(4)]:
- Transparency Requirement: Transparent doors or windows must cover at least 20 percent of the facade's horizontal length.
- Minimum Height: These transparent elements must be no less than three feet in height.
Height-Related Stepbacks and Articulation
The GC district imposes vertical articulation through mandatory building stepbacks to reduce the perceived scale of taller structures.
Standard GC Stepbacks
For all buildings in the GC district, a stepback is required based on total height [Β§ 18.02.309, Table 2-22]:
- Threshold: 35 feet.
- Requirement: One foot of additional horizontal stepback is required for every one foot of height above 35 feet.
Residential Adjacency Stepbacks
Additional, more stringent articulation is required if a GC building is built adjacent to property zoned LL (Large Lot), SF (Single-Family), MF-14 (Multi-Family), MD-PD, or a mobile home park [Β§ 18.04.903(c)(1)]:
- Threshold: 24 feet.
- Requirement: For any portion of a building above 24 feet in height, a minimum of a 1:1 building height-to-stepback ratio is required.
- Exemptions: This residential stepback standard does not apply to property lines that abut a public right-of-way. However, typical setback intrusions (e.g., cornices, chimneys, decks) are not exempt from this specific 1:1 stepback requirement [Β§ 18.04.903(c)(1)(a)].
Exceptions and Alternative Designs
The Administrator has the authority to approve alternative approaches or exceptions to wall articulation and ground-level interest in specific scenarios [Β§ 18.04.903(c)(5)]:
- Attachment to Future Buildings: Facades constructed on side or rear property lines intended to be attached to future buildings on adjoining parcels.
- Adaptive Reuse: Projects involving the reuse of vacant or functionally obsolete buildings, historically significant structures, or buildings that contribute to the unique character of the district.
