Alameda Bar Parking and Transportation Regulations
Alameda does not require a minimum number of off-street parking spaces for bars. However, it sets a maximum limit of 7 vehicle spaces per 1,000 square feet of floor area. Bars must also provide at least one long-term bicycle space per 5,000 sq. ft. and one short-term bicycle space per 1,500 sq. ft. If parking is provided, 10% of spaces must have installed EV charging stations.
In Alameda, off-street parking for bars is governed by regulations that prioritize climate goals, reduce traffic congestion, and encourage alternative transportation. The city does not require a minimum number of vehicle parking spaces but does enforce strict maximum limits and specific requirements for bicycle parking and electric vehicle (EV) charging.
Vehicle Parking Allowances
No Minimum Requirement
Except for accessible parking spaces required for persons with disabilities, there is no minimum off-street vehicle parking requirement for any use in Alameda, including bars [ยง 30-7.3(a)].
Maximum Parking Limits
The city limits the number of parking spaces that may be provided to prevent over-paving and encourage transit use. For bars, the maximum number of off-street vehicle parking spaces is:
- 7 spaces per 1,000 square feet of floor area [ยง 30-7.3(h)].
If a calculation results in a fraction, it is rounded up to the next whole number [ยง 30-7.3(c)]. To exceed this maximum, an administrative use permit is required, which involves demonstrating that transportation demand management (TDM) measures are in place and that the additional parking is necessary due to unique user characteristics [ยง 30-7.3(e)].
Accessible Parking
Any new or expanded parking facility must provide the minimum number of accessible spaces required by the California Building Code (CBC). This number is calculated based on the maximum number of spaces permitted for the site [ยง 30-7.4].
Bicycle Parking Requirements
Bars are required to provide both long-term (secure, typically for employees) and short-term (typically for customers) bicycle parking based on floor area [ยง 30-7.6(d)]:
| Parking Type | Minimum Requirement |
|---|---|
| Long-Term Spaces | 1 per 5,000 sq. ft. of floor area (Minimum 2) |
| Short-Term Spaces | 1 per 1,500 sq. ft. of floor area (Minimum 2) |
Design Standards:
- If a project requires 10 or more long-term spaces, no more than 30% of those spaces can require manual vertical lifting of the bike [ยง 30-7.6(f)].
- At least 10% of long-term spaces must accommodate larger bicycles, such as cargo bikes or electric bikes with wider tires [ยง 30-7.6(g)].
Electric Vehicle (EV) Charging Requirements
If off-street parking is provided for a bar, EV charging infrastructure must be included [ยง 30-7.5]:
- Installed Charging Stations: 10% of the provided parking spaces must be equipped with an installed Level 2 Electric Vehicle Charging Station (EVCS) [ยง 30-7.5(d)].
- Substitution: One 80kW Direct Current (DC) Fast Charger may be substituted for up to five required EVCS [ยง 30-7.5(d)].
Parking Lot Design and Improvement Standards
Dimensional Requirements
- Regular Spaces: At least 50% of spaces must be at least 8.5 feet wide by 18 feet long [ยง 30-7.8(l)].
- Compact Spaces: A maximum of 50% of spaces may be compact (7.5 feet wide by 15 feet long). If more than three compact spaces are adjacent, they must be 8 feet wide [ยง 30-7.8(m)].
- Vertical Clearance: Parking and driveway areas must have a minimum vertical clearance of 7 feet (8 feet for handicapped areas) [ยง 30-7.8(f)].
Surfacing and Landscaping
- Surface: All parking areas must have a smoothly graded, stabilized, all-weather, and dustless surface with adequate drainage [ยง 30-7.8(a)].
- Trees: Unenclosed parking lots must provide one tree for every four parking spaces to reduce the heat island effect [ยง 30-7.8(b)].
- Separation: Parking spaces must be separated from adjacent building walls or property lines by at least 3 feet of landscaped area. Spaces adjacent to a public street require a 5-foot landscaped buffer [ยง 30-7.8(b)].
Location and Access
- Frontage: Parking spaces for non-residential buildings generally cannot be located between the main building and the street frontage unless approved through design review [ยง 30-7.8(c)].
- Driveways: For non-residential uses, driveways may occupy no more than 40% of the lot frontage or 20 feet in width, whichever is less [ยง 30-7.8(i)].
- Curb Cuts: Generally, only one curb cut is allowed per lot. New curb cuts for parking lots are prohibited on Park Street and Webster Street frontage within the C-C zoning district [ยง 30-7.8(k)].
Additional Bar Regulations
- Permit Requirement: Bars require conditional use approval, which includes an annual review for compliance with conditions [ยง 30-12.3].
- Proximity Limits: No more than three bars may be located within 1,000 feet of each other [ยง 30-12.2].
- TDM Programs: Any project resulting in a net increase of 110 or more vehicle trips per day must implement a Transportation Demand Management (TDM) program to encourage alternative transportation [ยง 30-7.7(a)].
