Comprehensive List of Zoning Districts

The city classifies and regulates the use of land through a variety of zoning districts. These districts are divided into Base Districts (Residential, Commercial, and Business), Special Districts, and Combining Overlay Districts.

Base Districts

Base districts establish the primary land use classifications for properties within the city [§ 9142.1, § 9832].

Residential Districts

• RV - Residential, very low density
• RL - Residential, low density
• RS - Residential, single-family
• RM - Residential, medium density
• RH - Residential, high density

Commercial and Business Park Districts

• CS - Commercial shopping center
• CS-MU - Commercial shopping center-mixed use
• CRS - Commercial retail/service
• CR - Commercial recreation
• CN - Commercial neighborhood center
• BP-OR - Business park-office retail
• BP-M - Business park-manufacturing
• POM - Planned office and manufacturing district [§ 9302]

Special Districts

Special districts are established to accommodate specific public, institutional, or open space uses, as well as areas requiring special study or planned development [§ 9142.2, § 9402, § 9832].

• P - Local park
• SH - School
• U - Utility
• OW - Open water
• OS-R - Open space-restricted
• OS-DR - Open space-deed restricted
• S - Study (Provides the opportunity for review of areas where changing conditions or inadequate regulations indicate the need for special study [§ 9491])
• PD - Planned development

Combining Overlay Districts

Overlay districts apply additional regulations or design standards to specific areas, supplementing the base district regulations [§ 9142.3, § 9833].

• -GH - Geologic hazard [§ 9142.3]
• -FC - Freeway corridor
• -OA - Old Agoura design
• -IH - Indian Hills design
• -CD - Cluster development
• -EQ - Equestrian Overlay District
