Accessory Dwelling Unit (ADU) Parking Requirements in Agoura Hills
Agoura Hills requires one off-street parking space per ADU, which can be provided as tandem parking on an existing driveway. No parking is required for Junior ADUs (JADUs). Exemptions apply if the ADU is within a half-mile of public transit or part of an existing structure. Replacement parking for the primary home is only required if a garage is converted within a Very High Fire Hazard Severity Zone.

Standard Parking Requirements
Unless a specific exemption applies, one (1) off-street parking space must be provided for an ADU. This space is required in addition to the parking already required for the primary residence on the lot [ยง9654.6; ยง9283.5(7)].
- Tandem Parking: The required parking space for an ADU may be provided as tandem parking on an existing driveway [ยง9654.6; ยง9283.5(7)].
- Junior Accessory Dwelling Units (JADUs): No off-street parking spaces are required for a JADU [ยง9654.6; ยง9283.5(7)].
Parking Exemptions
No additional parking space is required for an ADU if the unit meets any of the following criteria [ยง9283.5(7)(a)]:
- Public Transit Proximity: The ADU is located within one-half (ยฝ) mile walking distance of "public transit" as defined by Government Code Section 65852.2.
- Historic Districts: The ADU is located within an architecturally and historically significant district.
- Existing Structures: The ADU is part of the existing or proposed primary residence or is built within an existing accessory structure.
- On-Street Permit Areas: The ADU is located in an area where on-street parking permits are required but are not offered to the ADU occupant.
- Car Share Proximity: The ADU is located within one block of a city-approved and dedicated parking space for a car share vehicle.
Replacement Parking Rules
The requirements for replacing parking spaces lost during ADU construction depend on the location of the property:
Standard Areas
When an existing garage, carport, or covered parking structure is demolished to construct an ADU or is converted into an ADU, replacement parking for the primary dwelling unit is not required [ยง9283.5(7)(b)].
Very High Fire Hazard Severity Zones
If a lot is located within a Very High Fire Hazard Severity Zone and a garage, carport, or covered parking structure is converted into an ADU, onsite replacement parking spaces are required. These replacement spaces must comply with the minimum number of spaces required by the standard parking code (Section 9654.6), though they are not required to be enclosed [ยง9283.2(4)].
Fire Safety Reviews
For properties in Very High Fire Hazard Severity Zones that do not have two distinct means of vehicular access, the Director may conduct a fire safety review. As a result of this review, the city may require additional parking beyond the standard requirements to ensure safety and access [ยง9283.2(1)(a)(i)].
