Off-Street Parking Standards for PUD: Planned Development in Reno

In the City of Reno, off-street parking requirements for the PUD: Planned Development district are established on a project-specific basis within the individual development plan approved by the City Council. While these projects may depart from standard regulations, if a specific PUD plan is silent on parking, it must default to the "Level 2 Parking District" standards, which generally require parking based on unit size for residential uses or square footage for commercial uses [Section 18.04.705(a)(1)].

Determination of PUD Parking Standards

The PUD: Planned Development district is a special purpose zoning district designed to allow for creative and imaginative designs that may not correspond to the strict regulations of standard zoning districts [Section 18.09.303].

The Development Plan

Because a PUD: Planned Development is intended to be a single, functionally integrated entity, its specific development standards—including parking—are negotiated during the rezoning process. The following rules apply to the creation of these standards:

  • Council Approval: The City Council must find that the PUD plan includes "adequate control over vehicular traffic" and provides "adequate provision for public services" [Section 18.08.505(g)].
  • Good Planning Practices: All parking layouts and street widths within a PUD: Planned Development must reflect "good planning practices" as determined by the City of Reno [Section 18.02.507(d)].
  • Tentative Plan Review: During the tentative PUD plan phase, the applicant, the City, and the public evaluate the "development standards applicable to the site," which includes custom parking ratios [Section 18.08.505(e)(2)].

Default Parking Requirements (Level 2)

In the City of Reno, all zoning districts that are not located within the "Downtown Parking District" or the "Level 1 Parking District" are categorized as Level 2 Parking Districts [Section 18.04.705(a)(1)(c)]. Unless a PUD: Planned Development specifically adopts different ratios in its Council-approved handbook, the following minimum requirements from Table 4-6 apply:

Commercial and Service Parking Requirements (Level 2)

General Site Design Standards

Regardless of the specific ratios adopted by a PUD: Planned Development, the City of Reno mandates certain design and operational standards for all parking areas:

  • Calculation Basis: Requirements are computed based on the gross floor area of the use, but structured parking within a building is not included in the calculation [Section 18.04.704(a)].
  • Tandem Parking: In the City of Reno, tandem parking is generally only permitted for residential uses when both spaces are assigned to the same unit, or for valet services [Section 18.04.709].
  • Maintenance: All parking surfaces must be maintained in good condition, free of debris, and properly paved with asphaltic or Portland concrete [Section 18.04.703(b), Section 18.04.707(f)].
