Off-street parking areas must be configured according to specific dimensional standards for stall width, vehicle projection, and aisle width based on the angle of the parking space. For standard 90-degree parking, the minimum stall width is 9.0 feet with a corresponding aisle width of 24.0 feet. If the stall width is increased to 9.5 or 10.0 feet, the required aisle width remains 24.0 feet [Table 4-10, p. 289]. For parallel parking (0 degrees), the standard stall is 8.0 feet wide by 23.0 feet long with a 12.0-foot aisle [Table 4-10, p. 289].
Stall and Aisle Requirements
The code provides a comprehensive matrix for various angles:
- 45-Degree Parking: Requires a 12.7-foot to 14.1-foot aisle width depending on stall width (9.0' to 10.0') [Table 4-10, p. 289].
- 60-Degree Parking: Requires a 10.4-foot to 11.5-foot aisle width [Table 4-10, p. 289].
- 70-Degree Parking: Requires a 9.6-foot to 10.6-foot aisle width [Table 4-10, p. 289].
- 80-Degree Parking: Requires a 9.1-foot to 10.2-foot aisle width [Table 4-10, p. 289].
Compact and Small Lot Exceptions
Up to 25 percent of the required parking spaces in a lot may be designated for compact cars. These spaces must measure at least 8 feet wide by 16 feet long and be clearly marked "compact only" [Section 18.04.707(c)(2)a, p. 289]. For projects located on lots no greater than 10,000 square feet, all parking stalls may be reduced to as small as 16 feet by 9 feet or 19 feet by 8 feet to accommodate site limitations [Section 18.04.707(c)(2)b, p. 289].
Wheel Stops and Overhangs
Wheel stops are generally required adjacent to landscaped areas. However, a two-foot vehicle overhang is permitted where the parking space abuts a sidewalk or landscaped area with a minimum width of six feet [Section 18.04.707(c)(3), p. 289].
Loading Area Dimensions
For nonresidential developments exceeding 30,000 square feet of gross floor area, off-street loading areas are required. Each loading area must be at least 10 feet wide, 45 feet long, and provide a vertical clearance of 14 feet [Table 4-11, p. 291].
Vehicle Stacking Standards
Drive-through facilities require specific stacking lane dimensions to prevent interference with traffic flow:
- Food Service: A minimum of 140 feet of stacking space is required behind the payment window. An additional 40 feet is required for each additional kiosk or window [Section 18.04.708(b)(2), p. 292].
- Non-Food Service: A minimum of 80 feet of stacking space is required behind the window or machine. If a separate ordering kiosk exists, 60 feet of stacking is required behind the kiosk [Section 18.04.708(b)(3), p. 292].
- Car Wash: Two stacking spaces are required per service lane, plus one space per detailing bay [Section 18.04.708(b)(1), p. 292].
Construction and Materials
All off-street parking areas must be surfaced with a minimum of two inches of asphaltic concrete over six inches of crushed aggregate base, both compacted to 95 percent maximum density [Section 18.04.707(f)(1), p. 291]. Alternatively, Portland concrete meeting industry standards may be used [Section 18.04.707(f)(2), p. 291].
