Jurisdiction: RaleighCode Version: May 2024

In the City of Raleigh, retail stores and commercial shopping centers are primarily permitted in Mixed Use Districts, specifically the Neighborhood Mixed Use (NX-), Commercial Mixed Use (CX-), Downtown Mixed Use (DX-), and Industrial Mixed Use (IX-) districts. While limited retail is allowed in the Residential Mixed Use (RX-) and Office Mixed Use (OX-) districts subject to strict size and location constraints, full-scale commercial shopping centers require a minimum of 25,000 square feet and are prohibited in all residential and office-only zones.

Allowed Districts for Retail and Shopping Centers

The City of Raleigh Unified Development Ordinance (UDO) defines where "Retail Sales" and "Shopping Centers" can be established based on the underlying zoning district. Permissions range from "Permitted by Right" to "Limited Use," which requires meeting specific supplemental standards.
