Raleigh Zoning Districts Permitting Banks and Financial Services

Jurisdiction: RaleighCode Version: May 2024

In the City of Raleigh, banks and financial services are categorized under the "Office" use category and are permitted by right in the OP, NX, CX, DX, and IH zoning districts. In the RX and OX districts, these uses are classified as "Limited," meaning the City of Raleigh requires them to meet specific standards regarding building placement, floor area maximums, and the prohibition of drive-thru facilities [Section 6.1.4]. Banks utilizing drive-thru lanes in any allowed district must provide a minimum of three queuing spaces per lane to ensure proper traffic flow [Section 7.1.5.F].

Allowed Districts and Permission Levels

The City of Raleigh Unified Development Ordinance (UDO) defines "Office" to include financial services such as lenders, investment or brokerage houses, banks, bail bonds, and mortgage agents [Section 6.4.4.A]. The following table outlines the districts where these services are permitted:

District Type District Name Permission Status

Specific Standards for RX and OX Districts

In the RX- and OX- Districts, the City of Raleigh imposes additional restrictions on banks and financial services to ensure compatibility with surrounding residential environments [Section 6.4.4.B].

RX- Residential Mixed Use Standards

  • Location: The facility must be located on the first floor of a corner unit within an apartment building type at the intersection of two public streets.
  • Floor Area: The use cannot exceed 4,000 square feet of gross floor area per lot (cumulatively with other limited commercial uses).
  • Hours of Operation: Activities and deliveries are restricted to the hours between 6:00 AM and 11:00 PM.
  • Prohibitions: Drive-thru and drive-in facilities are strictly prohibited in this district.

OX- Office Mixed Use Standards

  • Building Type: The bank must be located within or attached to a multi-tenant building; standalone buildings for this use are not permitted.
  • Floor Area: The floor area cannot exceed 15% of the building's total gross floor area or 4,000 square feet, whichever is greater.
  • Hours of Operation: Limited to the hours between 6:00 AM and 11:00 PM.
  • Prohibitions: Drive-thru and drive-in facilities are strictly prohibited.

Vehicle and Bicycle Parking Requirements

The City of Raleigh requires developers to provide parking based on the gross floor area (GFA) of the financial institution. Parking maximums apply to prevent excessive surface parking [Section 7.1.2.C].

Parking Category Requirement
Vehicle Parking (Maximum) 1 space per 200 SF of gross floor area
Short-Term Bicycle (Minimum) 1 space per 10,000 SF of GFA (minimum 4)
Long-Term Bicycle (Minimum) 1 space per 5,000 SF of GFA (minimum 4)

Note: In the DX- District, vehicle parking is capped at 20 spaces unless additional requirements are met [Section 7.1.2.C].

Drive-Thru and Service Standards

Where drive-thru facilities are permitted (districts other than RX or OX), the City of Raleigh mandates specific design and operational standards to mitigate impacts on the public right-of-way [Section 7.1.5.F, Section 7.2.5.A].

  1. Queuing: A bank with drive-thru facilities must provide at least three queuing spaces per drive-thru lane [Section 7.1.5.F].
  2. Urban Frontages: In the DX- District and any area with an Urban Frontage (Shopfront, Urban General, Urban Limited, Green, or Green Plus), drive-thru windows and lanes may not be placed between the building and the street. They must be located to the side or rear of the principal structure [Section 7.2.5.A].
  3. Residential Adjacency: No drive-thru window is permitted on any side of a building that faces a Residential District [Section 7.2.5.A.5].
  4. Screening: The entire length of the drive-thru lane must be screened from the public right-of-way by a continuous evergreen hedge or a compatible wall at least 48 inches in height [Section 7.2.5.A.3].
