Raleigh Zoning Districts and Regulations for Gymnasiums and Health Clubs

In the City of Raleigh, health clubs and fitness centers are permitted by right in most Mixed Use Districts, including Office Park (OP-), Office Mixed Use (OX-), Neighborhood Mixed Use (NX-), Commercial Mixed Use (CX-), Downtown Mixed Use (DX-), and Industrial Mixed Use (IX-). In the Residential Mixed Use (RX-) district, health clubs are permitted as a limited use subject to specific size, location, and operational standards. Additionally, gymnasiums may be established within any Residential District as an accessory recreational use serving a specific residential development or subdivision [Sec. 6.1.4, Sec. 6.7.3.G].

Allowed Districts for Health Clubs and Fitness Centers

The Raleigh Unified Development Ordinance distinguishes between general "Indoor Recreation" and specific "Health club" uses. Health clubs, defined as facilities with equipment for exercising and improving physical fitness, are regulated under the Commercial Use category [Sec. 6.4.2.C].

Standards for Health Clubs in the RX- District

For a health club to operate within the Residential Mixed Use (RX-) district, the City of Raleigh requires compliance with the following limitations:

  • Location: The facility must be located on the first floor of a corner unit within an apartment building type at the intersection of two public streets [Sec. 6.4.2.C.2.a].
  • Size: The use is limited to a maximum of 4,000 square feet of gross floor area [Sec. 6.4.2.C.2.b].
  • Hours of Operation: Activities and deliveries may only occur between 6:00 AM and 11:00 PM [Sec. 6.4.2.C.2.c].

Transit Overlay District (-TOD) Exceptions

If an RX- district is located within a Transit Overlay District (-TOD), the location and hour restrictions listed above do not apply. However, the health club must be located within or attached to a multi-tenant building, and the maximum size is increased to 10,000 square feet of gross floor area [Sec. 6.4.2.C.2.d].

Gymnasiums as Residential Accessory Uses

The Raleigh Unified Development Ordinance allows for "Recreational Use Related to a Residential Development," which explicitly includes gymnasiums [Sec. 6.7.3.G.1]. These are permitted in all Residential Districts (R-1, R-2, R-4, R-6, R-10) provided they meet these conditions:

  • Development Type: The gymnasium must be part of a residential development, compact development, conservation development, manufactured home development, or a congregate care facility [Sec. 6.7.3.G.2].
  • Ownership: The facility must be owned by a homeowners' association, a non-profit organization, or the multi-unit development owner [Sec. 6.7.3.G.4].
  • Access: Membership is typically limited to residents and their guests. While fees may be charged on an installment basis, the facility cannot be open to the general public for hourly or daily use [Sec. 6.7.3.G.3].
  • Visibility: No signage, merchandise, or display for the recreational use may be visible from the outside of the facility [Sec. 6.7.3.G.5].

Vehicle and Bicycle Parking Requirements

Developments in the City of Raleigh must provide parking based on the specific use and the square footage of the facility.
