Raleigh Residential Parking and Storage Rules for RVs, Boats, and Trailers

In the City of Raleigh, parking or storing recreational vehicles (RVs), boats, and trailers in a front yard is generally permitted only on improved, non-erodible surfaces such as asphalt, concrete, or crushed stone. Residential property owners are prohibited from covering more than 40% of the area between the front building facade and the property line with parking and driveways. In neighborhoods within a Special Residential Parking Overlay District (-SRPOD), these vehicles must be parked strictly within designated vehicular surface areas and may require evergreen screening if oriented toward the street.

General Residential Parking Standards

For any detached house, tiny house, or attached house located within a City of Raleigh Residential District, the combined area used for parking and driveways is limited to ensure neighborhood aesthetics and proper drainage.

Front Yard Coverage and Setbacks

Property owners must adhere to the following dimensions when establishing parking areas in the front of a residence:

Required Parking Surfaces

The City of Raleigh requires that all off-street parking and driveway areas be constructed of permanent, non-erodible surface treatments. This includes:

  • Porous or semi-porous monolithic or paver materials.
  • Masonry or concrete pavers.
  • Poured concrete or asphalt.
  • Crushed stone or "crush and run" installed with a minimum depth of 4 inches and delineated with anchored landscape edging to contain the material.

These surfacing regulations do not apply to parking or driveway areas for single-unit or two-unit living that are located outside of the front yard [Section 7.1.9].

Special Residential Parking Overlay District (-SRPOD)

If a property is located within an -SRPOD, the City of Raleigh imposes stricter regulations to reduce soil compaction and erosion.

Location and Orientation

In an -SRPOD, vehicular surface areas (including those for RVs, boats, and trailers) cannot be located directly in front of the dwelling's primary entrance, except in the case of circular or semi-circular drives [Section 5.6.1.B.3].

Furthermore, no vehicle—specifically including motorized recreation vehicles, campers, boat trailers, or car trailers—may be parked or stored in the front yard area outside of the legally established non-erodible vehicular surface areas [Section 5.6.1.C.5].

Screening Requirements

When a parking space for a boat or RV is designed to be within 45 degrees or less of the public street in an -SRPOD, the City of Raleigh requires the following screening:

  • A continuous berm or row of evergreen shrubs must be provided within 5 feet of the edge of the parking space.
  • The screening must be placed on the side nearest the public street to obscure the broad side of the vehicle.
  • Shrubs must be at least 24 inches tall when planted and reach a minimum height of 36 inches within two years [Section 5.6.1.D].

Temporary Parking Exceptions

A City of Raleigh property owner may apply for a temporary zoning permit to park on grass or other erodible surfaces in the front yard. This permit is subject to the following limitations:

  • It is issued only once in any 3-year period per premise.
  • The initial period cannot exceed 90 days.
  • The Development Services Director may grant extensions for additional 30-day periods [Section 5.6.1.E].
