Raleigh Office Park (OP-) Zoning District Guide

Jurisdiction: RaleighCode Version: May 2024

The OP-: Office Park zoning district is a specialized mixed-use classification in the City of Raleigh primarily intended to preserve and provide land for high-quality office and employment activities. It functions as a critical land-use transition between intensive mixed-use centers and residential neighborhoods, prohibiting standard residential housing types like detached homes or apartments [Sec. 3.1.1.B].

Purpose and General Character

The City of Raleigh established the Office Park (OP-) district to protect the City's economic base by reserving space for professional offices and employment centers [Sec. 3.1.1.B]. The district is characterized by a "campus-like" feel that balances commercial utility with the need to protect the character of adjacent residential areas.

Unlike other mixed-use districts in the City of Raleigh, the Office Park district does not permit standard residential living [Sec. 6.1.4]. Instead, it focuses on building types that support commerce and community services while maintaining strict setbacks and height limitations to remain compatible with nearby low-density housing [Sec. 3.1.1.B].

Allowed Building Types

Development within the Office Park district is limited to specific building forms. Residential building types such as Detached Houses, Attached Houses, Townhouses, and Apartments are strictly prohibited [Sec. 1.4.2].

Base Dimensional Standards

The Office Park district utilizes standardized setbacks and heights to ensure a uniform and professional appearance. The specific height limit for any given Office Park site is determined by the numerical suffix attached to the district name on the City of Raleigh Official Zoning Map (e.g., OP-3 allows up to 3 stories) [Sec. 3.1.2].

  • Retail Sales and Eating Establishments (Limited): These uses are only allowed in the Office Park district if they are located within or attached to a multi-tenant building. They cannot be in standalone structures and cannot exceed 15% of the building's gross floor area or 4,000 square feet, whichever is greater [Sec. 6.4.10.C.2, 6.4.11.D.2].

Vehicle Parking Requirements

Parking in the Office Park district is regulated by the City of Raleigh to prevent over-parking and manage site intensity [Sec. 7.1.2.C].

Office 1 space per 200 SF of gross floor area
Call Center 1 space per 100 SF of gross floor area
Medical/Hospital No maximum

Neighborhood Transitions

Because the Office Park district often abuts residential neighborhoods, the City of Raleigh requires specific transition measures. If an Office Park site abuts a Residential District (R-1 through R-10), it must implement Transition Zones. These may include a Zone A Protective Yard (a 10' to 50' landscaped buffer with a wall) and Zone C height restrictions, which limit building height near the residential boundary to 40 feet, increasing only at a 45-degree angle further into the site [Sec. 3.5.1, 3.5.3, 3.5.5].
