Based on the City of Petaluma Implementing Zoning Ordinance, the code defines a Setback generally as:
"The required distance by which a structure, parking area, or other development feature must be separated from a property line, other structure, development feature (e.g. back of sidewalk, or curb) or street center line" (Section 28.020, page 318).
The glossary provides specific measurement criteria for different types of setbacks (pages 319-320):
- Front Setback: Measured as the minimum horizontal distance between the front property line, street plan line, or access easement and a line parallel thereto.
- Rear Setback: Measured as the minimum horizontal distance between the rear property line and a line parallel thereto.
- Side Setback: The width is the minimum horizontal distance between an interior side property line and a line parallel thereto.
- Street Side Setback: The width is the minimum horizontal distance between the street side property line and a line parallel thereto (applicable for corner or reverse corner lots).
Additional Measurement Rules:
- Fence and Wall Height: Measured as the vertical distance between the grade of the ground abutting the fence and the top edge of the fence material (Section 13.030, page 174).
- Projections: Certain architectural features (like eaves, chimneys, and balconies) are allowed to project into required setbacks, typically limited to 3 feet or half the depth/width of the required setback, whichever is less (Section 12.050, Table 12.1, page 168).
- Irregular Lots: For lots that are not rectangular, approximately rectangular, or are flag lots, the location of the required front, side, and rear setbacks is determined by the Community Development Director (Sections 12.030 and 12.040, pages 166-167).
