- Lands where urban land uses may be appropriate in the future, but cannot be provided with necessary urban services in an economical manner at the present time [Section 58.452].
As the area develops and becomes ready for permanent urban use, the City of Orlando may rezone properties from the -H- Holding District to specific residential, office, commercial, or industrial classifications that remain consistent with the adopted Growth Management Plan [Section 58.332].
