R-1N: One Family Residential District Allowed and Prohibited Uses in Orlando

The R-1N: One Family Residential District in the City of Orlando is established to protect and maintain the character of single-family neighborhoods while providing opportunities for low-density residential infill. Development within the R-1N: One Family Residential District is governed by a minimum lot size of 5,500 square feet and a maximum residential density of 8.0 dwelling units per acre [Figure 1A.LDC].

Permitted Uses in the R-1N District

Under the City of Orlando Code of Ordinances, uses categorized as "P" are permitted as a matter of right, while those marked as "PA" are permitted subject to an Appearance Review [Section 62.300].

Residential Uses

  • Single Family Detached Dwellings: Permitted by right as the primary use of the district [Figure 2A.LDC].
  • Accessory Dwelling Units (ADUs): Permitted by right, provided they are smaller than the principal structure and meet specific lot size thresholds [Section 58.501].
  • Townhomes: Permitted subject to Appearance Review. In certain districts, townhomes must be combined with other multi-family or non-residential uses to meet density requirements [Section 58.511].
  • Duplex or Tandem Dwellings: Permitted subject to Appearance Review. These dwellings are subject to specific design standards to ensure compatibility with adjacent single-family homes [Section 58.514].
  • Residential Care Facilities (Type A): Facilities serving 1–6 residents are permitted by right [Section 58.540].
  • Transient Care Facilities (Type A): Facilities with 1–6 beds are permitted by right [Section 58.540].

Public and Institutional Uses

  • City Parks: Local, neighborhood, and community parks are permitted by right within the R-1N: One Family Residential District [Figure 2A.LDC].
  • Conservation Uses: Activities dedicated to the preservation of natural resources are permitted [Figure 2A.LDC].

Conditional Uses in the R-1N District

Conditional uses (marked "C") require a Conditional Use Permit (CUP) and are subject to a public hearing and specific review criteria to ensure they do not negatively impact the surrounding City of Orlando neighborhood [Section 65.285].

  • Neighborhood Convenience Stores: Only allowed on collector streets and subject to a 1/3 mile separation from other such stores or activity centers [Section 62.606].
  • Child or Adult Day Care (6–30 persons): Allowed with a permit to ensure compatibility with residential traffic and noise levels [Figure 2A.LDC].
  • Golf Courses: Permitted as a conditional use to ensure proper buffering from homes [Figure 2A.LDC].
  • Residential Care Facilities (Type B): Facilities serving 7–14 residents require conditional approval [Section 58.540].
  • Intensive Care Facilities (Type A): Facilities serving 1–6 residents require a permit [Section 58.540].

Prohibited Uses in the R-1N District

The City of Orlando explicitly prohibits uses that are incompatible with the low-density residential nature of the R-1N: One Family Residential District. Any use not listed as Permitted or Conditional is generally prohibited.

  • Multi-Family (Apartment) Units: Large-scale apartment complexes are not allowed [Figure 2A.LDC].
  • Mobile Homes: The placement of mobile homes is prohibited in this district [Figure 2A.LDC].
  • Commercial and Industrial Uses: Bars, nightclubs, heavy manufacturing, wholesaling, and automotive repair services are strictly forbidden [Figure 2A.LDC].
  • Adult Entertainment: All forms of adult entertainment facilities are prohibited [Section 58.702].
  • Agriculture: Commercial agricultural operations are not permitted [Figure 2A.LDC].

Technical Development Standards for R-1N

Residential construction in the R-1N: One Family Residential District must adhere to the following technical specifications to maintain the neighborhood fabric of the City of Orlando.

Accessory Dwelling Unit (ADU) Specific Standards

For the addition of an ADU in the R-1N: One Family Residential District, the City of Orlando requires the following lot sizes:

  • ADU up to 500 sq. ft.: Minimum lot area of 5,500 sq. ft.
  • ADU up to 1,000 sq. ft.: Minimum lot area of 8,250 sq. ft.
