Development Standards for Office and Medical Districts

F.A.R. and height limits may be increased through the application of Density and Intensity Bonuses [Section 58.1101].

Special Plan Area Regulations

Several neighborhoods within Orlando utilize "Special Plans" that modify the underlying zoning permissions to encourage specific urban forms.

SODO Special Plan

In the SODO (South Orange Downtown) district, office and medical uses are encouraged to support the growth of the Orlando Health campus. The SODO district utilizes "Transects" to regulate these uses:

  • T-3.5 (Live/Work): Offices are allowed up to 0.30 F.A.R. if they appear residential in character [Section 62.499].
  • T-4, T-5, and T-6: General and medical offices are permitted as of right.
  • Hospitals/Clinics: These are Permitted in T-5 and T-6 but only allowed as a Conditional Use in the T-4 transect [SODO Figure 2].

Washington Shores Special Plan

Under the Washington Shores Special Plan, professional offices are required to have a residential architectural style when they are located on a block face across from a residential zoning district [Section 62.407].

Edgewater Drive Special Plan

Within the College Park area, medical and professional offices are permitted to occupy the ground floor of buildings, provided they do not exceed 35% of the total ground-floor commercial use area. This is intended to ensure that retail and dining remain the dominant street-level activities [Section 62.309].

Specific Use Requirements for Clinics and Hospitals

Development of medical facilities in the City of Orlando is subject to several specific constraints:

  • Emergency Services: Free-standing emergency rooms must be located on, and accessed from, an arterial street or a collector road with at least four lanes [Section 58.812].
  • Transparency: Office buildings in the Traditional City must maintain at least 15% transparency (windows) on front and street-side exterior walls for every story below the roofline [Section 62.604].
  • MXD Size Limits: In MXD-1 and MXD-2 districts, individual office buildings are capped at 5,000 square feet if one story, or 10,000 square feet if two stories [Section 62.307].
