Permitted Districts for Automotive Services and Gas Stations in the City of Orlando

Jurisdiction: OrlandoCode Version: April 2025

In the City of Orlando, automotive repair shops and gas stations are primarily permitted within Activity Center (AC) and Industrial (IG) districts, with additional allowances made in specific "Special Plan" overlay areas. These facilities are strictly regulated regarding their intensity, requiring specific setbacks for fuel pumps and total screening of repair activities from public view [Section 58.754].

Authorized Zoning Districts

According to the City of Orlando Table of Allowable Uses, the permission level for automotive and major vehicle services depends on the specific intensity of the district. Standard automotive services (such as minor repair and gas stations) are permitted in most Activity Centers, while major vehicle services (including body shops) are more restricted [Figure 2, Page 36].

Special Plan District Allowances

The City of Orlando has established several Special Plans that modify the underlying zoning permissions to encourage redevelopment in specific corridors.

SODO Special Plan (South Orange Avenue)

Within the SODO Special Plan area, automotive and major vehicle services are governed by "Transect" zones rather than traditional zoning labels. These uses are permitted only in the more intensive urban cores of the district [Section 62.499].

Orange Blossom Trail Special Plan

The City of Orlando Orange Blossom Trail Special Plan encourages revitalization by allowing a wide variety of land uses to continue. In the MU-1 District of this Special Plan, the following are explicitly listed as permitted or conditional uses [Section 62.406]:

  • Auto Service Station: Permitted.
  • Vehicle Major Repair Services (Body Shops): Permitted.

Technical Standards for Gas Stations and Repair Shops

The City of Orlando imposes specific design and site requirements for these uses to minimize their impact on surrounding neighborhoods and the public right-of-way.

Automotive Service Station Requirements

Standard Requirement
Pump Location Must be located to the side or rear of the principal building [Section 62.615]
Max Fueling Positions 4 positions (maximum 8 fueling pumps) per station [Section 62.615]
Curb Cuts Maximum of one curb cut per street frontage [Section 62.615]
Driveway Width Minimum 24 feet; Maximum 36 feet [Section 58.753]
Fuel Pump Setback At least 15 feet from the street right-of-way line [Section 58.750]

Operational Standards for Automotive Services

The City of Orlando Land Development Code requires all principal activities for automotive services to be conducted within an enclosed building. The following restrictions apply [Section 58.754]:

  • Outdoor Activities: Limited to accessory activities such as vacuuming, drying, waxing, and quick check services (e.g., fluid top-offs).
  • Vehicle Storage: Inoperable or disabled vehicles and those in the process of being repaired must be stored behind the front building line.
  • Screening: If vehicle storage is adjacent to a residential district, it must be screened by a wall 6 feet in height.
  • Parking: All customer and employee vehicles must be parked in designated parking spaces.

Major Vehicle Services (Body Shops)

If an automotive business does not meet the design and operational standards listed in Section 58.754 (such as requiring outdoor lifts or having more intensive repair needs), the City of Orlando classifies the use as Major Vehicle Services. These are generally permitted only in high-intensity Activity Centers and Industrial districts [Figure 2, Page 36].
