Purpose and Application of the UR District
District Intent
The UR: Urban Reserve District is established by the City of Orlando for lands where urban uses may be appropriate in the future, but which cannot be provided with necessary urban services in an economical manner at the current time [Section 58.452]. The Orlando Growth Management Plan uses this designation to identify properties intended for long-term development that should be held in a primarily undeveloped state during the interim period [Section 58.451].
Relationship to Future Planning
Properties classified as UR: Urban Reserve District remain in this status until the City of Orlando determines that adequate infrastructure is available to serve the site and market conditions indicate a need for additional urban land. At such a time, the Future Land Use designation may be changed to a more intensive urban category [Section 58.452].
Allowable Interim Uses
While held in reserve, the City of Orlando permits a limited range of low-intensity uses within the UR: Urban Reserve District. These include:
- Residential (at very low densities)
- Public uses
- Agriculture
