Kissimmee Short-Term Rental Planned Unit Development District (SRPUD) Guide

Jurisdiction: KissimmeeCode Version: August 4, 2020

The Short-Term Rental Planned Unit Development District (SRPUD) in the City of Kissimmee is a residential zoning classification designed for the unified development of short-term rental and timeshare properties. To qualify for this district, projects must have a minimum size of two acres and include at least 12 dwelling units. All SRPUD developments must provide a 15-foot minimum common area buffer featuring dense vegetation or a six-foot wall along their periphery.

Purpose and Intent of the SRPUD District

The primary purpose of the SRPUD: Short-Term Rental Planned Unit Development District is to allow land under unified control to be planned for short-term rental and timeshare dwelling structures. The City of Kissimmee intended this district to provide developers with a greater amount of site design flexibility than is available under conventional zoning [Section 14-4-8.C.1].

The SRPUD is specifically linked to the City of Kissimmee’s Short-Term Rental Overlay (STRO) regulations. To be eligible for SRPUD classification, a property must be compatible with its surrounding areas and generally must have received an STRO district classification [Section 14-4-8.C.1].

General Character and Performance Standards

The SRPUD is characterized by its focus on transient occupancy and highly regulated site design. Unlike standard residential districts, the SRPUD requires a conceptual plan to ensure the City of Kissimmee can monitor the limitations on housing types, building coverage, and construction phasing [Section 14-4-8.C.1.a].

Key character requirements include:

  • Unified Design: All lots within the development must be linked by driveways and a pedestrian network with unifying features such as a coordinated signage plan and landscape plan [Section 14-4-8.B.4.g.1].
  • Buffer Requirements: The SRPUD must be separated on each side from adjacent areas by a 15-foot or wider common area buffer. This buffer must contain dense vegetation or a wall at least six feet high. The Development Review Committee (DRC) may waive this if the SRPUD is adjacent to a non-residential district [Section 14-4-8.C.4.b].
  • Street Access: All short-term rental or timeshare developments in the City of Kissimmee must have direct access to a collector or arterial road [Section 14-4-8.C.4.a].
  • Mandatory Disclosures: The City of Kissimmee requires that all sales contracts for lots or units within an SRPUD include red bold type indicating that the units may be used for short-term rentals or timeshares [Section 14-4-8.C.4.e].

Permitted Land Uses

Permitted uses within an SRPUD are determined by the property’s underlying Future Land Use (FLU) category as designated by the City of Kissimmee Comprehensive Plan.
