General Parking Ratios for the C-1 District

The City of Grass Valley establishes specific parking ratios for the C-1: Community Business District based on the primary use of the property. Shared and Off-Site Parking

The City of Grass Valley may approve a reduction of up to 20% of the total required parking if two or more uses have distinct and differing peak usage periods (e.g., a theater and a bank). For reductions exceeding 20%, a standard Use Permit is required [Section 17.36.080].

Vehicle Space Substitutions

Developers in the C-1: Community Business District may substitute smaller stalls for standard stalls as follows:

  • Bicycle Parking: Bicycle spaces may be substituted for vehicle spaces at a rate of 8 bicycle spaces for 1 vehicle space, up to 10% of the total requirement [Section 17.36.060].
  • Motorcycle Parking: One motorcycle space may be provided for every 25 auto spaces, up to 10% of the total requirement [Section 17.36.070].
  • Compact Spaces: Up to 20% of the required parking in the C-1: Community Business District may consist of compact spaces (8' x 16'), provided they are clearly labeled and grouped together [Section 17.36.090.D].

In-Lieu Fees

For nonresidential structures located within the City of Grass Valley's downtown area and environs, owners may pay an in-lieu fee for parking improvements instead of providing the spaces on-site. The initial fee is set at $2,000 per required parking space [Section 17.36.120].
