Grass Valley Single-Family Residential Zoning Guide
In the City of Grass Valley, single-family residential homes are permitted by right in the Residential Estate (RE), Single-Family Residential (R-1), Two-Family Residential (R-2), Medium Density Residential (R-2A), and Multiple Dwelling Residential (R-3) districts. Additionally, the Traditional Community Development zones known as Neighborhood Center Flex (NC-Flex), Neighborhood General 3 (NG-3), and Neighborhood General 2 (NG-2) also allow for the establishment of single-family dwellings. Development must comply with specific setbacks, height limits (typically 30 to 35 feet), and a mandatory parking requirement of two off-street spaces per unit, at least one of which must be covered [Table 2-7, Table 3-3, Section 17.100.020].
Districts Permitting Single-Family Residential Homes
The City of Grass Valley classifies "Single Dwelling" as a building designed for or occupied exclusively by one housekeeping unit, which includes factory-built or modular units and mobile homes on permanent foundations [Section 17.100.020]. The following table identifies the specific zoning districts where these uses are permitted.
| Zone Symbol | District Name | Permission Level |
|---|---|---|
| RE | Residential Estate | Permitted (P) |
| R-1 | Single-Family Residential | Permitted (P) |
| R-2 | Two-Family Residential | Permitted (P) |
| R-2A | Medium Density Residential | Permitted (P) |
| R-3 | Multiple Dwelling Residential | Permitted (P) |
| NC-Flex | Neighborhood Center Flex | Permitted (P) |
| NG-3 | Neighborhood General 3 | Permitted (P) |
| NG-2 | Neighborhood General 2 | Permitted (P) |

Development Standards for Residential Zones
The Residential Estate (RE), Single-Family (R-1), and Two-Family (R-2) zones emphasize lower-density environments. The RE zone is specifically applied to areas where infrastructure or environmental constraints limit higher urban densities [Section 17.22.020].
RE, R-1, and R-2 Zone Standards
| Development Feature | RE (Residential Estate) | R-1 (Single-Family) | R-2 (Two-Family) |
|---|---|---|---|
| Minimum Lot Area | 1 acre | 6,000 sf | 5,000 sf |
| Maximum Density | 1 unit per lot | 1 unit per lot | 8 units/acre |

R-2A and R-3 Zone Standards
While the R-2A and R-3 zones are intended for higher density and multi-unit projects, the City of Grass Valley allows single-family homes to be constructed in these districts to provide a variety of housing types [Section 17.22.020].
| Development Feature | R-2A (Medium Density) | R-3 (Multi-Unit) |
|---|---|---|
| Minimum Lot Area | 10,000 sf (new subdivision) | 10,000 sf (new subdivision) |
| Density (per unit) | 3,500 sf of site area | 2,000 sf of site area |

The Neighborhood General (NG) and Neighborhood Center Flex (NC-Flex) zones are designed to reinforce the existing historic neighborhood fabric of Grass Valley [Section 17.21.030].

Parking and Design Requirements
The Grass Valley Development Code mandates off-street parking for all new single-family residential construction to ensure public safety and convenience [Section 17.36.010].
Mandatory Parking Ratios
For a single-family dwelling (including those enlarged beyond 1,201 square feet), the following parking standards apply:
- Total Spaces Required: 2 spaces per unit.
- Covered Space Requirement: At least 1 space must be covered (carport or garage).
- Expansion Exception: Dwelling enlargements between 0 and 1,200 square feet require no additional parking beyond what exists for the original structure [Table 3-3].
Design and Compatibility
Single dwellings must meet specific architectural criteria to remain compatible with the character of the surrounding neighborhood. The street-facing facade of a single-family home must be at least 20 feet wide (excluding the garage). Additionally, the roof pitch must be no less than three inches of vertical rise for every twelve inches of horizontal run, and eaves must overhang at least one foot [Section 17.44.210].
