Fayetteville I-540 Overlay District Development Regulations
The I-540 Overlay District in the City of Fayetteville regulates all land within 660 feet of the I-540 right-of-way between the intersection of State Highway 71B and the northern city limits. Key mandates within this district include a total prohibition on pole signs and electronic message boards, while requiring all industrial developments to adhere to the strict commercial and office design standards of the City of Fayetteville.
Jurisdiction and District Boundaries
The I-540 Overlay District encompasses all lands lying within 660 feet of each side of the right-of-way of I-540. This jurisdiction extends from the intersection of I-540 and State Highway 471 (also known as 71B) north to the city limits of Fayetteville. It also includes that portion of State Highway 471S described as the section connecting I-540 to State Highway 471 (North College) and all future extensions of I-540 within the City of Fayetteville [Section 151.01].
Design and Development Standards
A significant requirement of the I-540 Overlay District is the application of heightened design standards to industrial properties. While industrial uses typically follow different criteria, any industrial development located within the I-540 Overlay District must comply with the "Commercial, Office, and Mixed-use Design and Development Standards" of the Fayetteville Unified Development Code [Section 166.25(B)].
These standards include, but are not limited to:
- Building Materials: Prohibition of untreated concrete precision block walls, wood fiber board, unfinished pressure-treated wood, vinyl siding, and reflective glass [Section 166.24(D)(4)].
- Massing and Articulation: Structures may not exceed 200 feet in length adjacent to the street within a build-to-zone without specific horizontal shifts in material or texture [Section 166.24(D)].
- Screening: Mechanical equipment, utility equipment, and refuse containers must be screened from the highway right-of-way using vegetation or materials compatible with the principal structure [Section 166.25(D)(3)].
Signage Restrictions
The City of Fayetteville maintains strict controls over the visual environment along the I-540 corridor. The Unified Development Code prohibits several types of signage that are otherwise allowed in different districts of the municipality.
| Sign Category | I-540 Overlay District Requirement |
|---|---|
| Pole Signs | Strictly Prohibited [Section 174.08(M)] |
| Electronic Message Boards | Strictly Prohibited [Section 174.08(B)(1)(a)] |
| Freestanding Signs | Limited to Monument Signs only [Section 174.08(M)] |
