Off-Street Parking Requirements for the R-13(A) Single Family District

Jurisdiction: DallasCode Version: March 2025

In the City of Dallas R-13(A) district, residential projects consisting of single-family dwellings require a minimum of one off-street parking space per dwelling unit. For the limited commercial, institutional, and personal service projects permitted within the R-13(A) district, the City of Dallas generally mandates no minimum off-street parking, with specific exceptions for high-capacity churches and senior high school facilities.

Residential Parking Requirements

In the R-13(A) district, the City of Dallas classifies single-family living and handicapped group dwelling units as uses requiring specific parking allocations. However, certain specialized residential uses permitted in the district, such as college dormitories, are exempt from minimum parking requirements.

Residential Use Category Minimum Off-Street Parking Requirement
Single-family living 1 space per dwelling unit [Sec. 51A-4.209(b)(6)]
Handicapped group dwelling unit 1 space per dwelling unit [Sec. 51A-4.209(b)(3.1)]
College dormitory, fraternity, or sorority house None [Sec. 51A-4.209(b)(1)]

Commercial and Institutional Parking Requirements

The R-13(A) district is primarily a residential zone; therefore, commercial activity is strictly limited to specific institutional, recreational, and retail uses. According to the City of Dallas general parking tables, if a use is not specifically listed with a ratio, no parking is required [Sec. 51A-4.301(a)].

Use Category Minimum Off-Street Parking Requirement
Church (20,000 square feet or less) None [Sec. 51A-4.204(4)]
Church (Greater than 20,000 square feet) 1 space per 4 fixed seats or 1 space per 28 sq. ft. of assembly area [Sec. 51A-4.204(4)]
Public or private school (9th-12th grades) 9.5 spaces per classroom [Sec. 51A-4.301, Table 1.0.1]
Public or private school (below 9th grade) None [Sec. 51A-4.301, Table 1.0.1]
Nursery, garden shop, or plant sales None [Sec. 51A-4.210(b)(20)]
Child or adult care facility None [Sec. 51A-4.204(3)]
Library, art gallery, or museum None [Sec. 51A-4.204(16)]
Private recreation center, club, or area None [Sec. 51A-4.208(2)]
Community service center None [Sec. 51A-4.204(7)]

Contiguity and Special Provisions

The City of Dallas provides that for most retail and personal service uses (defined under Section 51A-4.210) permitted in the R-13(A) district, no parking is required unless the use is explicitly listed in the general parking tables [Sec. 51A-4.301]. Furthermore, because the R-13(A) district prohibits "Commercial and business service uses" (Section 51A-4.202) and "Industrial uses" (Section 51A-4.203) as main uses, the more stringent parking ratios for commercial projects contiguous to residential districts typically do not apply to developments located physically within the R-13(A) boundaries [Sec. 51A-4.112(d)].
