In the City of Dallas NS(A): Neighborhood service district, off-street parking is generally not required for most permitted residential and commercial uses. The City of Dallas defines the NS(A): Neighborhood service district as a category intended to provide convenience retail, services, and professional offices that are compatible with and serve the needs of adjacent residential neighborhoods [Section 51A-4.122]. Because of this limited scale, the City of Dallas does not mandate off-street parking for the majority of uses permitted by right in this district [Section 51A-4.301].

Residential Parking Requirements

Residential development in the NS(A): Neighborhood service district is highly restricted. The only primary residential use allowed is a college dormitory, fraternity, or sorority house, which requires a Specific Use Permit (SUP) [Section 51A-4.122].

Special Conditions and Reductions

The City of Dallas provides several mechanisms that may further alter the parking obligations for a project in the NS(A): Neighborhood service district.

Proximity to Residential Districts

If a commercial use in the NS(A): Neighborhood service district is contiguous to a residential district containing single-family uses, the City of Dallas may apply the minimum off-street parking requirements listed in "Table 1.1 Certain Uses Contiguous to R Districts" [Section 51A-4.301].

Bicycle Parking Reductions

Developers in the City of Dallas can reduce their total required off-street automobile parking by providing bicycle parking.

  • Short-term spaces: For every six short-term bicycle spaces provided, the automobile parking requirement is reduced by one space.
  • Long-term spaces: For every four long-term bicycle spaces provided, the requirement is reduced by one space.
  • Maximum Reduction: This reduction cannot exceed five percent of the total required parking [Section 51A-4.314].

Mixed Use Reductions

In the City of Dallas, when a lot is used for a combination of different uses, the total requirement is the sum of the requirements for each individual use. However, if a project qualifies as a "mixed use project," it may be eligible for shared parking reductions if the uses have different peak-demand hours [Section 51A-4.301].

Design and Location of Parking

All off-street parking in the NS(A): Neighborhood service district must comply with the following City of Dallas standards:

  1. On-Site Requirement: Parking must be provided on the same lot as the main use [Section 51A-13.401].
  2. Surface Materials: Parking must be constructed on a compacted sub-grade and consist of concrete paving, hot mix asphalt, or other approved all-weather materials [Section 51A-4.301].
  3. Screening: If a parking area in the NS(A): Neighborhood service district serves a nonresidential use and is contiguous to a residential district, it must be screened by a brick, stone, or concrete masonry wall at least six feet in height [Section 51A-13.408].
