Setback Requirements in the Study District (S)
The Study District (S) in the City of Concord is an interim zoning district for the Concord Reuse Project (CRP) site, excluding the Diablo Creek Golf Course. Currently, the Concord Development Code prohibits the issuance of any new land use permits or approvals in the Study District (S) until a specific plan or equivalent regulatory document has been adopted that conforms to the City’s General Plan.
Development Regulations in the Study District (S)
The Study District (S) is intended to serve as a temporary holding zone while a planning and environmental review process is conducted to determine future uses and development standards for the Concord Reuse Project site [Section 18.65.010].
Prohibitions on Permits and Approvals
Because the Study District (S) is an interim classification, the Concord Development Code mandates a strict moratorium on new development activities. The City of Concord will not issue any permits or approvals that would otherwise be required under Division II of the Development Code to establish new land uses within the Study District (S) [Section 18.65.030].
Applicability of the Study District
The Study District (S) applies to all lands included in the planning area of the Concord Reuse Project (CRP) area plan, with the sole exception of the Diablo Creek Golf Course [Section 18.65.020].
Summary of Land Use Status
There are no established setback requirements for the Study District (S) because the district does not permit new land uses, structures, or development at this time. Development standards, including specific setbacks, will be established in the future through a specific plan or an equivalent mechanism for the Concord Reuse Project site [Section 18.65.010].
