The Medium Density Residential (RM) district in the City of Concord is designed to accommodate various housing types, including attached and detached dwellings, at densities ranging from 11 to 33 units per net acre. To establish development on an RM lot, projects must adhere to specific minimum requirements for lot area, width, and depth, as well as maximum standards for lot coverage and building height.

Development Standards for the RM District

Development within the RM district is governed by the standards specified in Table 18.30.040. These requirements ensure that new construction, subdivisions, and alterations to existing uses remain consistent with the medium density residential land use designation of the City of Concord.

Standard Requirement for RM District
Minimum Lot Area (sq. ft.) 1,440
Minimum Lot Width (ft.) 18 (attached) / 24 (detached)
Minimum Lot Depth (ft.) 60 (attached) / 80 (detached)
Maximum Lot Coverage (%) 80 (attached) / 60 (detached)
Maximum Building Height (ft.) 40

Note: Additional height may be approved with a use permit in the RM district [Section 18.30.040].

Residential Development Requirements in the RM District

In addition to the base development standards, residential projects in the RM district must comply with specific provisions regarding open space, parking, and design.

Open Space and Recreational Facilities

The RM district requires a minimum of 200 square feet of private and/or common open space per dwelling unit for developments of three or more units. Furthermore, projects with 25 or more units must provide at least one recreational facility, such as a play lot, swimming pool, or exercise room, and projects with 100 or more units must include a multi-purpose or recreation room [Section 18.150.100].

Parking Standards

Parking requirements in the RM district are determined by unit size and bedroom count. For instance, a studio unit requires 1 parking space, while a 2-3 bedroom unit requires 2 spaces. Every unit in the RM district must have at least one dedicated covered parking space, plus guest parking at a ratio of 1 guest space for every 3 units [Section 18.30.040, Table 18.160.040].
