Planned District (PD) Zoning District Standards in Concord

As of the effective date of the Concord Development Code, no new development may be approved using the Planned District (PD) zoning district, and existing developments in this district will retain their (PD) designation until the property is redeveloped. Where no record of development standards exists for a specific residential Planned District, the RR and RS District standards or RL, RM, and RH District standards are applied based on the area of the subject lot to determine the equivalent zoning category.

Status of Planned District (PD) Zoning

The Concord Development Code no longer permits the approval of new development using the Planned District (PD) zoning district. Properties with an existing (PD) zoning designation will retain that designation until the property is redeveloped [Section 18.25.040].

Determining Development Standards for Existing PD Districts

Because many preliminary development plans for residential Planned District developments did not include sufficient written records of their development standards, the City of Concord utilizes the following methodology to determine lot coverage, setbacks, and building height for existing (PD) properties:

  1. Equivalent Category Determination: The city uses the area of the subject lot to determine its equivalent residential zoning category [Section 18.25.040].
  2. Standard Application:
    • For properties equivalent to Rural Residential (RR) or Single-Family Residential (RS), the development standards found in Table 18.30.030 apply [Section 18.25.040].
    • For properties equivalent to Residential Low Density (RL), Medium Density (RM), or High Density (RH), the development standards found in Table 18.30.040 apply [Section 18.25.040].
  3. Existing Records: For those residential Planned Districts that do have a sufficient, written record of development standards, those specific conditions of approval remain in effect [Section 18.25.040].
