Planned District (PD) Zoning District Setbacks and Standards

As of the effective date of the Concord Development Code, no new development may be approved using the Planned District (PD) zoning district; however, existing residential developments with a (PD) designation retain that zoning until redeveloped. Where no written record of development standards exists for a specific residential Planned District, the development standards for the RR and RS districts or the RL, RM, and RH districts must be applied to determine lot coverage and setbacks based on the subject lot's area.

Status of Planned District (PD) Zoning

The City of Concord no longer permits the approval of new projects using the Planned District (PD) zoning designation [Section 18.25.040]. Existing residential developments currently zoned as (PD) will maintain this classification until the property undergoes redevelopment [Section 18.25.040].

Determining Setbacks and Development Standards

Many of the preliminary development plans for residential Planned District developments, or their subsequent use permit approvals, lacked a sufficient written record to document development standards. Consequently, the following rules apply when determining applicable standards for these properties:

  • Existing Written Records: If a specific residential Planned District has a documented, written record of development standards, those established conditions of approval remain in full effect [Section 18.25.040].
  • Missing Written Records: Where no record of development standards exists for a specific residential Planned District, the development standards from the standard residential zoning districts shall be used. The equivalent zoning category is determined by the area of the subject lot [Section 18.25.040].

Residential District Development Standards

When a Planned District lacks specific records, the following standard district tables provide the baseline requirements for lot coverage, setbacks, and building height, contingent upon the lot area [Section 18.25.040]:
