Planned District (PD) Zoning District Height Regulations

As of the effective date of the Concord Development Code, the City of Concord no longer approves new developments using the planned district (PD) zoning district designation. Existing residential developments approved under the PD district retain their (PD) designation until the property is redeveloped, at which point established development standards for RR, RS, RL, RM, or RH districts are applied based on the area of the subject lot [Section 18.25.040].

Status and Height Standards for Existing Planned Districts

The planned district (PD) zoning district was historically utilized in the City of Concord to allow for varied setbacks and lot sizes to respond to unique environmental conditions. Because many of the original preliminary development plans for residential planned district developments did not provide a sufficient written record of development standards, the Concord Development Code mandates the following approach for determining building heights and other standards for properties still bearing the (PD) designation:

  • For residential PD developments without recorded standards: The City of Concord requires the use of the development standards for the most equivalent zoning category to determine the maximum building height.
  • For residential PD developments with recorded standards: The original conditions of approval established for the specific planned district remain in effect [Section 18.25.040].

Equivalent Residential Zoning District Height Standards

If a property with an existing (PD) designation lacks a sufficient written record of development standards, the City of Concord directs that the building height be determined by the following equivalent standards:

Rural Residential (RR-15, RR-20, RR-40) 30 feet
Single-Family Residential (RS-5 to RS-12) 30 feet
Low Density Residential (RL) 30 feet
Medium Density Residential (RM) 40 feet
High Density Residential (RH) 67 feet

Note: The equivalent height for Medium and High Density Residential districts is governed by Section 18.30.040 and Table 18.30.040. The equivalent height for Rural Residential and Single-Family districts is governed by Section 18.30.030 and Table 18.30.030.

Redevelopment of Planned District Properties

When a property currently designated as (PD) is redeveloped, the (PD) zoning district designation is removed. The City of Concord will then apply the standards of the underlying general plan land use designation, and the maximum building height will be subject to the regulations of the new zoning district established during the redevelopment process [Section 18.25.040].
