Permitted and Conditional Uses in the Parks and Recreation (PR) District
In the Concord Parks and Recreation (PR) district, land uses are regulated by the provisions established in the Development Code. While many recreational uses are permitted by right, specific uses, such as golf courses, require a Use Permit (UP) from the planning commission to operate.
Overview of Use Regulations in the Parks and Recreation (PR) District
The Parks and Recreation (PR) district is intended for neighborhood, community, and regional parks, and may include uses such as playing fields, golf courses, trails, or other recreational facilities [Section 18.60.010]. Development and land use approvals within the PR district must comply with the requirements listed in the allowed uses and permit requirements tables [Section 18.25.030].
Uses Requiring a Use Permit in the PR District
According to the allowed uses and permit requirements table for Community Land Districts, the following use requires a Use Permit (UP) in the PR district:
| Land Use Classification | Permit Requirement | Additional Requirements |
|---|---|---|
| Golf Course, Country Club | Use Permit (UP) | CDC 18.200.130, Mechanical and electronic games |
Note: For the purposes of this table, "UP" indicates that a Use Permit is required, subject to planning commission approval [Section 18.25.030(B)].
General Requirements for Uses in the PR District
All uses established in the Parks and Recreation (PR) district must be consistent with the purpose of the district as defined in the Concord Development Code. Any proposed use not explicitly listed in the allowed uses table is not allowed, unless the planning division determines the use is similar and compatible to a listed use, subject to specific required findings [Section 18.25.030].
Furthermore, all uses and structures in the Parks and Recreation (PR) district must comply with the development standards specified in Division IV of the Concord Development Code, and any applicable conditions of approval imposed by a new or previously approved permit [Section 18.25.020].
