Parking Reductions Near Transit in Concord

In the City of Concord, nonresidential projects located within one-half mile of a BART station may be eligible for a 25 percent reduction in required off-street parking spaces. Additionally, specific parking standards for qualifying affordable and mixed-income housing developments offer further reductions for projects located within 0.5 miles of a BART station.

Eligibility for Transit-Oriented Parking Reductions

The Concord Development Code provides specific mechanisms to reduce the number of required off-street parking spaces for projects that are in close proximity to major transit infrastructure, specifically BART stations.

Nonresidential Parking Reductions

For nonresidential uses located within a one-half mile walking distance of a BART station, the number of required off-street parking spaces can be reduced by 25 percent of the amount typically required by the parking standards set forth in Table 18.160.040 [Section 18.160.050(A)].

Affordable and Mixed-Income Housing

Qualifying affordable and mixed-income housing developments are eligible for modified parking standards, which provide for further reductions when the project is located within 0.5 miles of a BART station. These standards are outlined in the following table:

Additional Considerations

  • Parking Studies: If a developer believes special circumstances—such as proximity to transit—warrant a reduced demand for parking, they may request an adjustment of up to 25 percent beyond the standard requirements, subject to a use permit and the submission of a parking demand study [Section 18.160.050(H)].
  • Transit Station Overlay District: Projects within a Transit Station Overlay District (TS) that are also designated as qualifying affordable housing developments may utilize the density, floor area ratio (FAR), and reduced parking provisions found in Chapter 18.185, which supersede the provisions in Chapter 18.105 [Section 18.185.060(B)].
  • Accessory Dwelling Units: Parking for an accessory dwelling unit is not required if the unit is located within a one-half mile walking distance of public transit [Section 18.200.180(C)(11)(b)].
