Open Space and Landscaping Requirements in the Study District (S) of Concord
The Study District (S) in the City of Concord serves as an interim zoning district for the Concord Reuse Project (CRP) site, excluding the Diablo Creek Golf Course. Currently, no new land use permits or approvals can be issued within the Study District (S) until a specific plan or equivalent regulatory document that conforms to the City of Concord General Plan has been adopted.
Purpose and Applicability of the Study District (S)
The Study District (S) is established as an interim zoning designation for the Concord Reuse Project (CRP) site [Section 18.65.010]. Its primary purpose is to allow for a planning and environmental review process to determine future land uses and development standards for the site. Detailed standards for the Study District (S) will be established in the future through a specific plan or an equivalent mechanism, subject to approval by the Concord Planning Commission and the Concord City Council [Section 18.65.010].
The Study District (S) applies to all lands within the planning area of the Concord Reuse Project (CRP) area plan, with the sole exception of the Diablo Creek Golf Course [Section 18.65.020].
Requirements for Permits and Approvals
Because the Study District (S) is an interim designation, no permits or approvals that would otherwise be required under Division II of the Concord Development Code to establish new land uses may be issued for property within the Study District (S) [Section 18.65.030]. The issuance of such permits or approvals is prohibited until a specific plan or equivalent regulatory document, which must conform to the City of Concord General Plan, has been formally adopted [Section 18.65.030].
Consequently, the Concord Development Code does not currently specify unique open space or landscaping requirements for the Study District (S), as development is not permitted at this time.
