Conditional Use Permits in the RH (High Density Residential) District
In the City of Concord’s RH (High Density Residential) district, a Use Permit (UP) is required for specific land uses, including certain residential, community, and recreational activities. Developments in the RH district must also comply with height, density, and open space standards established in the Development Code to ensure land use compatibility.
Conditional Use Permit Requirements in the RH District
The following land uses require a Use Permit (UP) for establishment within the RH (High Density Residential) district, as specified in Table 18.30.020:
| Land Use Classification | Permit Requirement |
|---|---|
| Bed and Breakfast Inn | Use Permit (UP) |
| Group Housing | Use Permit (UP) |
| Mobile Home Park | Use Permit (UP) |
| Supportive Housing | Use Permit (UP) |
| Cultural Institution | Use Permit (UP) |
Note: For specific projects, the Review Authority may impose additional conditions beyond the Use Permit requirement to ensure compatibility [Section 18.25.030].
Development Standards for the RH District
Residential development in the RH district is subject to specific density and design regulations to maintain neighborhood character and housing quality.
| Standard | Requirement for RH District |
|---|---|
| Density (du/net acre) | 33 – 100 units per net acre |
| Lot Area (minimum) | 5,000 square feet |
| Lot Width (minimum) | 50 feet |
| Lot Depth (minimum) | 100 feet |
| Lot Coverage (maximum) | 75 percent |
| Building Height (maximum) | 67 feet (additional height may be approved with a Use Permit) |
Additional Requirements and Considerations
- Objective Design Standards: All residential and mixed-use projects in the RH district must comply with Objective Design Standards as defined in Chapter 18.152, unless specifically exempted.
- Open Space: Residential developments in the RH district must provide a minimum of 200 square feet of private and/or common open space per dwelling unit [Section 18.150.100].
- Permit Procedure: Applications for a Use Permit (UP) in the RH district are reviewed and approved or disapproved by the planning commission at a public hearing conducted in compliance with the procedures set forth in Division VIII of the Development Code [Section 18.435.030].
