Conditional Use Permit Requirements in the RS-6 Residential District
In the RS-6 Residential Single-Family district of Concord, development and land use activities are governed by specific zoning requirements that dictate which uses require a Use Permit (UP) or Minor Use Permit (MP). While many residential and accessory uses are permitted by right with a zoning clearance, certain community-oriented, recreational, and high-density residential uses require discretionary approval from the Planning Commission or Zoning Administrator.
Uses Requiring Discretionary Permits in the RS-6 District
The following land uses require either a Minor Use Permit (MP) or a Use Permit (UP) in the RS-6 residential district to ensure compatibility with existing single-family residential character:

| Single-Family, Detached – Small Lot Subdivision | UP |
| Group Housing | UP |

General Permit Requirements and Process
The establishment of land uses in the RS-6 district is subject to the general requirements for development and land use as outlined in the Concord Development Code [Section 18.25.020]. Any use not specifically listed in the residential land use tables and determined by the planning division to not be included in the use classifications is not permitted in the RS-6 district [Section 18.25.030].
When an applicant proposes a use requiring a discretionary permit, the Planning Division will evaluate the application based on findings of consistency with the Concord General Plan, compatibility with existing land uses, and the ability of the site to physically accommodate the proposed intensity [Section 18.435.060].
For projects involving Small Lot or Medium Density development, applicants must first obtain a Planned Development Use Permit (PDUP), which involves a public hearing conducted by the Planning Commission [Section 18.155.030].
