Definition and Scope of Use

In the City of Charlotte, a Place of Worship is defined as a facility where persons regularly assemble for religious purposes and related social events. The definition explicitly includes group housing for persons under religious vows or orders. Furthermore, a Place of Worship may include the following additional uses as part of the principal use [Section 15.3]:

  • Childcare facilities
  • Meeting rooms
  • Food preparation and dining areas
  • Auditoriums

Development and Operational Standards

Off-Street Vehicle Parking

Bicycle Parking and Loading

Beyond vehicle parking, the City of Charlotte requires Places of Worship to provide bicycle parking and off-street loading spaces based on the size of the facility [Table 19-3, Table 21-1]:

  • Bicycle Parking: 1 space per 1,500 square feet of Gross Floor Area (GFA). At least 25% of these spaces must be designated as long-term bicycle parking [Table 19-3].
  • Off-Street Loading: Requirements for non-industrial development apply. Facilities under 20,000 square feet of GFA have no loading requirement; those between 20,000 and 150,000 square feet require one loading space [Table 21-1].

Watershed and Environmental Restrictions

Within the Mountain Island Lake Watershed Critical Areas (Subareas CA1 and CA4), a Place of Worship is allowed under specific conditions rather than being permitted by-right without limitation [Section 23.4.A.1.b.xiii]. Additionally, if a Place of Worship is proposed in a Neighborhood 1 or Neighborhood 2 Zoning District and functions as a "Neighborhood Commercial Establishment," the sale of alcohol on the premises is strictly prohibited [Section 15.4.III.5.h].

Transportation and Accessibility

The City of Charlotte classifies a Place of Worship as a "Transportation-Intensive Use" within the Institutional/Government category [Table 32-2]. Because of this, certain streetscape improvements, such as the installation or update of sidewalks and curb and gutter, may be triggered during the construction of a new principal structure or the significant expansion of an existing one [Section 32.7.C.1, Section 32.7.D.2].
