Permitted Zoning Districts for Offices and Medical Clinics in Charlotte
Professional offices and medical/dental clinics are permitted in a wide variety of zoning districts within the City of Charlotte, ranging from high-intensity activity centers to neighborhood-scale commercial establishments. While most commercial and center-based districts allow these uses by-right, Neighborhood 1 and Neighborhood 2 Zoning Districts restrict office and medical uses to "Neighborhood Commercial Establishments," which must meet specific location and size criteria [Table 15-1]. In Campus Zoning Districts (IC-1 and IC-2), these facilities must maintain a formal affiliation with the primary institution, such as a university or hospital [Section 15.4.JJJ].
Permitted Zoning Districts
The City of Charlotte Unified Development Ordinance (UDO) categorizes these permissions into two primary types: those permitted "by-right" (indicated by an "X" in the Use Matrix) and those permitted with "Prescribed Conditions" (indicated by "PC").
Districts Allowing Offices and Medical Clinics By-Right
In these districts, the uses are generally permitted without additional use-specific restrictions, provided they meet standard dimensional and development regulations:
- Commercial Districts: CG General Commercial and CR Regional Commercial [Table 15-1].
- Campus Districts: OFC Office Flex Campus, OG Office General, and RC Research Campus [Table 15-1].
- Centers Districts: NC Neighborhood Center, CAC-1 and CAC-2 Community Activity Center, RAC Regional Activity Center, UC Uptown Core, and UE Uptown Edge [Table 15-1].
- Innovation and Transit Districts: IMU Innovation Mixed-Use and all TOD (Transit Oriented Development) districts, including TOD-UC, TOD-NC, TOD-CC, and TOD-TR [Table 15-1].
Districts Requiring Prescribed Conditions (PC)
In the following districts, professional and medical offices must adhere to specific conditions defined in Article 15:
- Neighborhood 1 Districts: N1-A, N1-B, N1-C, N1-D, N1-E, N1-F.
- Neighborhood 2 Districts: N2-A, N2-B, N2-C.
- Institutional Campus Districts: IC-1 and IC-2.
- Employment Districts: ML-1 and ML-2 (Professional Office only; Medical/Dental Office is not permitted in Manufacturing and Logistics districts) [Table 15-1].
Use-Specific Prescribed Conditions
Neighborhood 1 and Neighborhood 2 Districts
In the City of Charlotte's residential-focused Neighborhood districts, offices and medical clinics are only permitted as part of a Neighborhood Commercial Establishment. The following standards apply:
- N1 and N2 Existing Structures: These uses are allowed within existing structures that were nonresidential in their original construction or were in nonresidential use as of June 1, 2023. These structures cannot be expanded [Section 15.4.III.1].
- N2 New Construction: New neighborhood commercial buildings are permitted on the ground floor of multi-family stacked dwellings. They are also permitted as freestanding structures if they are located on corner lots, limited to 9,000 square feet, and do not exceed 48 feet in height [Section 15.4.III.2-3].
Institutional Campus Districts (IC-1 and IC-2)
When located in these districts, the office or medical/dental clinic must be owned and operated by, or have a formal affiliation with, the primary institution of the campus (such as a medical or educational institution) [Section 15.4.JJJ.2, 15.4.EEE.1].
Regional Commercial and Manufacturing Districts (CR, ML-1, ML-2)
For professional offices established in these City of Charlotte districts after June 1, 2023, the use is limited to a maximum of 40% of the cumulative building gross floor area on the site. This restriction does not apply to offices that existed legally prior to June 1, 2023 [Section 15.4.JJJ.1].
Parking Requirements for Office Uses
The City of Charlotte uses a Tier System to determine the minimum and maximum parking spaces required for offices and medical clinics.
