Off-Street Parking Standards for the N2-C Neighborhood 2 Zoning District in Charlotte
In the City of Charlotte's N2-C Neighborhood 2 Zoning District, off-street vehicle parking is governed by a "Tier 2" system, which establishes both minimum requirements and maximum limits for parking. Most residential developments in the N2-C District require a minimum of one parking space per dwelling unit, while general commercial projects are required to provide a minimum of one space per 1,000 square feet of gross floor area [Table 19-1].
Vehicle Parking Tier System
The City of Charlotte utilizes a three-tier system to manage parking based on land use and location. According to the City of Charlotte Unified Development Ordinance, the N2-C Neighborhood 2 Zoning District is assigned to Tier 2 [Table 19-1].
- Minimum Requirements: Tier 2 requires a specific minimum number of off-street parking spaces for each use.
- Maximum Limits: Unlike Tier 1, Tier 2 also imposes maximum parking limits to prevent the over-provision of surface parking [Section 19.2.A].

Parking Flexibilities and Reductions
The City of Charlotte provides several options to reduce the required minimum off-street parking in the N2-C District:
- On-Street Parking: Existing and new on-street parking spaces abutting the property may be counted toward the required minimum. Marked spaces count if at least 50% of the space length is abutting the property [Section 19.2.D.1].
- Public Parking Reduction: If a development site in the N2-C District is located within 1,000 feet walking distance of a public parking facility, the minimum parking requirement may be reduced by 20% [Section 19.2.D.2].
- Tree Preservation/Existing Structures: The Zoning Administrator may authorize a reduction of up to 25% of the required minimum if the parking cannot be provided without demolishing an existing structure or damaging significant trees [Section 19.2.D.3].
Bicycle Parking Requirements
In addition to vehicle parking, the City of Charlotte requires bicycle parking for most new construction or significant expansions in the N2-C District. For multi-family stacked and attached developments, the district requires one bicycle space per five dwelling units, with 80% of those spaces required to be "long-term" (secured and weather-protected) [Table 19-3].
Electric Vehicle (EV) Infrastructure
The City of Charlotte mandates EV charging infrastructure for specific projects in the N2-C District, including multi-family stacked dwellings and the residential components of mixed-use developments. If a project provides between 26 and 50 spaces, 20% must be "EV-Capable" and at least one space must be "EVSE-Installed" (fully functional charging station) [Section 19.3 and Table 19-2].
