IC-1: Institutional Campus Zoning District Siting and Setback Guide

Jurisdiction: CharlotteCode Version: June 01, 2023 (Amended March 23, 2026)

In the City of Charlotte's IC-1: Institutional Campus Zoning District, frontage setbacks are determined by the specific classification of the street or path, ranging from a minimum of 16 feet to a maximum of 40 feet. The IC-1: Institutional Campus Zoning District maintains fixed internal requirements with a minimum side setback of 10 feet and a minimum rear setback of 20 feet, regardless of whether the site abuts a Neighborhood 1 Place Type.

Frontage Setback Requirements

In the City of Charlotte, the IC-1: Institutional Campus Zoning District uses a frontage-based system to determine the required distance between a structure and the street. These requirements apply to all portions of a lot located less than 250 feet from the street or public space establishing the frontage [Section 3.5.A.1.a].

Most frontage setbacks in the IC-1: Institutional Campus Zoning District are measured from the "future back of curb," except for Parkways and Limited Access roads, which are measured from the Right-of-Way (ROW) [Table 7-2].

Frontage Type IC-1 Frontage Setback Requirement
Uptown Signature 24 feet
Main Street 24 feet
Linear Park 36 feet
4-5 Lane Avenue/Boulevard 36 feet
6 or More Lane Avenue/Boulevard 40 feet
2-3 Lane Avenue 36 feet
Transit Station, Off-Street Public Path, Public Park 20 feet
Uptown Primary 20 feet
Other - Primary 36 feet
Uptown Secondary 16 feet
Secondary 36 feet
Parkway (Measured from ROW) 20 feet
Limited Access (Measured from ROW) 20 feet

Conditional Reduction of Frontage Setbacks

The City of Charlotte allows for a reduction in the frontage setback for the IC-1: Institutional Campus Zoning District under specific design conditions. If a development includes no parking or maneuvering areas between the building and the frontage, the frontage setback line may be reduced to match the standards required for the CAC-1 (Community Activity Center 1) Zoning District [Table 7-2, Footnote 6].

Side and Rear Setback Requirements

Unlike frontage setbacks, which vary by street type, side and rear setbacks in the IC-1: Institutional Campus Zoning District are standardized across the district. These measurements ensure adequate separation between campus structures and neighboring properties.

Setback Category IC-1: Institutional Campus Requirement
Minimum Side Setback (Not abutting Neighborhood 1) 10 feet
Minimum Side Setback (Abutting Neighborhood 1) 10 feet
Minimum Rear Setback (Not abutting Neighborhood 1) 20 feet
Minimum Rear Setback (Abutting Neighborhood 1) 20 feet

Siting and Measurement Standards

The City of Charlotte defines a "setback" as the minimum dimension a structure may be located from a curb line, lot line, or right-of-way line [Section 2.3].

  • Measurement Location: Frontage setbacks are measured from the future back of curb at the outermost point from the centerline or right-of-way line. For non-street frontages (such as public parks or transit stations), the measurement is taken from the property line or right-of-way line [Section 2.3].
  • Encroachments: Certain architectural features such as accessibility ramps, sills, and chimneys are permitted to extend into required setbacks in the IC-1: Institutional Campus Zoning District, provided they follow the limitations established in the general development standards [Table 18-2].
  • Accessory Structures: No accessory structures are permitted within the established front or corner side setbacks along a street or frontage in the City of Charlotte, with the exception of specific items like mailboxes or utility poles [Section 17.1.E.1].
