Financial institutions, including banks and credit unions, are permitted by-right in most of the City of Charlotte's commercial, center, office, and transit-oriented zoning districts, such as the CG, CR, OFC, OG, RC, IMU, NC, CAC, RAC, UC, UE, and TOD districts. In the IC-1 and IC-2 Institutional Campus Zoning Districts, these uses are permitted subject to prescribed conditions requiring a formal affiliation with a campus institution. Development must adhere to specific vehicle parking ratios that range from no minimum requirements in Tier 3 districts to a minimum of one space per 750 square feet of gross floor area in Tier 1 districts.

Prescribed Conditions for Institutional Campus Districts

In the City of Charlotte IC-1 and IC-2 Zoning Districts, a Financial Institution is not permitted by-right but is allowed if it meets specific "Prescribed Conditions." The Financial Institution must be owned and operated by, or maintain a formal affiliation with, the primary institution of the campus it is intended to serve (such as an educational, government, medical, or CCRC campus) [Section 15.4.PP].

Bicycle Parking Standards

Financial Institutions are required to provide bicycle parking in accordance with the standards for "Commercial Uses" in the City of Charlotte [Table 19-3].

Building Design and Development Standards

Financial Institutions must comply with the general development regulations of their respective districts, including:

  • Drive-Throughs: If the institution includes a drive-through, it must provide a minimum of four stacking spaces per lane. All components (signs, lanes, windows) must be located to the rear or side of the building [Section 15.6.A].
  • Entrances: Along primary frontages, a prominent entrance is required to facilitate a pedestrian-oriented environment [Section 11.3.D and 12.3.D].
  • Transparency: Ground floor facades facing a frontage must meet transparency standards, typically requiring a percentage of the wall area between 3 and 10 feet from grade to consist of transparent glazing [Table 11-4 and 12-4].
