Oakland Off-Street Parking and Loading Requirements
In Oakland, parking space requirements vary by zone, with many central districts (D-DT, S-15, D-CO-1) requiring zero spaces for most activities. Standard parking stalls must be 18' x 8.5'. Transit-proximate developments within 1/2 mile of a major transit stop are often exempt from minimum counts. Tandem parking is permitted up to 50% on lots with 4 or more spaces.
Oakland’s zoning code establishes comprehensive standards for the number, design, and location of off-street parking and loading facilities. These regulations ensure that parking is provided in a manner that supports various land uses while minimizing traffic disruption and accommodating pedestrian safety.
General Calculation Rules
When determining the number of required off-street parking spaces, the following calculation rules apply:
- Fractions: If the calculation results in a fraction of one-half (0.5) or more, one additional space is required. Fractions less than one-half are disregarded [§ 17.116.050].
- Employees/Doctors: Requirements based on employees are calculated using the number of workers during the largest shift of the peak season. For doctors, the count is based on the peak daily period [§ 17.116.050].
- Seating: For facilities with pews or similar seating, each 20 inches of seating is counted as one seat [§ 17.116.050].
- Dual Use Prohibited: No area may be counted as both a required parking space and a required loading berth [§ 17.116.190].
Parking Space Dimensions and Design
Parking spaces must meet specific minimum dimensions based on the type of space and the parking pattern.
Standard Dimensions
| Space Type | Standard Pattern (Length x Width) | Parallel Parking (Length x Width) |
|---|---|---|
| Regular | 18' x 8.5' | 22' x 8' |
| Intermediate | 16.5' x 8' | 20.5' x 7.5' |
| Compact | 15' x 7.5' | 19' x 7' |

Compact and Intermediate Space Allowances
Compact and intermediate spaces may only count toward requirements on lots with two or more spaces:
- Up to 50% of required spaces may be compact, provided the other 50% are regular or handicapped spaces.
- Alternatively, up to 75% may be intermediate, provided that if any compact spaces are used, they are balanced by an equal or greater number of regular/handicapped spaces [§ 17.116.200].
Obstructions and Clearances
- Walls: If a parking space (angled between 60° and 90°) abuts a wall or obstruction, its width must be increased by one foot on that side [§ 17.116.200].
- Vertical Clearance: In the S-12 Zone, all spaces and aisles must have a minimum vertical clearance of 6 feet 8 inches. Up to 50% of spaces may have a reduced clearance of 4 feet for the final four feet of the space length [§ 17.94.090].
- Backing Distance: Vehicles must not be required to back up more than 100 feet from a required space or berth to reach a street [§ 17.116.250].
Tandem Parking
Tandem parking (one space behind another) is regulated as follows [§ 17.116.240]:
- Small Lots: One space may be tandem on a lot with three or fewer required spaces.
- Large Lots: On lots with four or more spaces, up to 50% of the spaces may be tandem.
- Nonresidential Activities: Tandem parking requires a Conditional Use Permit (CUP) and typically requires a full-time parking attendant or a limit of 10 or fewer spaces reserved for employees.
- Accessory Dwelling Units (ADUs): Tandem parking is permitted for ADUs in any zone unless topographically infeasible.
Required Parking by Activity Type
In several specific zones (D-DT, S-15, D-CO-1, and D-LM), most commercial, civic, and industrial activities are exempt from minimum parking requirements. Additionally, most requirements are waived if the activity is located within one-half mile of a "major transit stop" [§ 17.116.080, § 17.116.090].
Commercial Activity Requirements (Outside Exempt Zones)
- General Retail/Food Sales: One space per 1,000 square feet of floor area.
- Automobile Repair: One space per 1,000 square feet of floor area.
- Maximums: In the D-DT, D-CO-1, and S-15 zones, certain activities like Medical Service or Administrative offices are limited to a maximum of one space per 500 square feet [§ 17.116.080].
Industrial Activity Requirements
- Outside Exempt Zones: One space per 5,000 square feet of floor area (for facilities 25,000 square feet or larger) [§ 17.116.090].
Civic Activity Requirements
- Health Care (Clinics): Three spaces for each staff/visiting doctor plus one space for every two other employees.
- Community Education (Schools): One-half space for each classroom [§ 17.116.070].
Location of Facilities
Generally, parking and loading must be on the same lot as the activity served. However, off-site parking is permitted under certain conditions:
- Residential/Commercial: May be located on another lot within 600 feet if that lot contains a principal facility. If the lot is vacant, a CUP is required [§ 17.116.170].
- Industrial: May be located on another lot within 600 feet [§ 17.116.170].
- Other Activities: May be within 300 feet, or 600 feet with a CUP [§ 17.116.170].
- Binding Agreements: Any off-site parking must be secured by a legal agreement filed with the Alameda County Recorder guaranteeing the spaces remain available for the duration of the activity [§ 17.116.180].
Special Zone Provisions
S-12 Residential Parking Combining Zone
The S-12 zone includes specialized standards for residential facilities. The City Traffic Engineer has broad authority to review and modify designs to ensure safe ingress and egress, potentially overriding standard dimensions found in other sections of the code [§ 17.94.120].
BART-Owned Property (AB 2923)
On BART-owned parcels subject to AB 2923 (2018), shared parking is permitted, and the maximum number of parking spaces for administrative commercial or civic activities is 0 spaces per 1,000 square feet [§ 17.116.290, § 17.116.080].
