City of Grass Valley Zoning Districts
The City of Grass Valley is divided into several zoning districts designed to implement the city's General Plan. These districts are officially established and designated on the City of Grass Valley Zoning Map [§ 17.12.020].
Below is the complete list of zoning districts organized by their primary land use categories:
Traditional Community Development Zones
These zones are intended to strengthen mixed-use, pedestrian-oriented areas and historic neighborhoods [§ 17.12.020, Table 1-1].
- TC – Town Core
- NC – Neighborhood Center
- NC-Flex – Neighborhood Center Flex
- NG-3 – Neighborhood General 3 - Transitional
- NG-2 – Neighborhood General 2 - Traditional
- NG-1 – Neighborhood General 1 - Subdivision
Residential Zones
These zones accommodate various densities of housing, from urban estates to high-density multiple-dwelling units [§ 17.12.020, Table 1-1].
- RE – Residential Estate
- R-1 – Single-Family Residential
- R-2 – Two-Family Residential
- R-2A – Medium Density Residential
- R-3 – Multiple Dwelling Residential
Commercial and Industrial Zones
These zones provide areas for business, retail, office, and manufacturing uses [§ 17.12.020, Table 1-1].
- C-1 – Community Business District
- C-2 – Central Business District
- C-3 – Heavy Commercial
- OP – Office Professional
- CPB (or CBP) – Commercial / Corporate Business Park
- M-1 – Light Industrial

Special Purpose Zones

Combining Zones
Combining zones are applied in addition to primary zoning districts to address specific site, environmental, safety, compatibility, or design issues [§ 17.12.020, Table 1-1].
